When a provider registers, they are approved for specific registration groups, such as daily personal activities or therapeutic supports. Higher risk groups require more rigorous audits. This is why a provider might be registered for some supports but not others. Agency managed participants can only use providers registered for the group that matches their support, which is one reason the registered pool is smaller.
