Mandatory registration for personal care and daily living supports, from 1 July 2027
By the Supportd team · Checked against official sources on 14 October 2026
The short answer
From 1 July 2027 mandatory registration expands to providers of higher risk supports such as personal care, daily living supports and supports in closed settings, with all providers in scope registered by December 2030. A new enrolment system also starts, with most providers enrolled by December 2027.
What is changing for providers
- Higher risk supports will need a registered provider. The government lists personal care, daily living supports and supports provided in closed settings as examples
- Rollout begins 1 July 2027 and all providers in scope must be registered by December 2030
- A new enrolment system starts 1 July 2027, requiring a minimum level of identifying information from most NDIS providers, with everyone in scope enrolled by December 2027
- New whistleblower protections begin on 1 July 2027
What it means for participants
If you receive a higher risk support, you will need to choose a registered provider for it. You can still choose unregistered providers for other, lower risk supports. The NDIA says it will help participants find registered providers in their area. The final list of which supports are in scope is still being worked out.
What it means for independent and unregistered support workers
If you deliver personal care or daily living support without registration, this change is likely to affect you before December 2030. Registration means meeting the NDIS Practice Standards and going through an audit, so it takes time and money. It is worth starting early, especially if most of your work is personal care.
Separately, from 1 January 2027 the government is considering lower price limits for some supports delivered by unregistered providers. See our page on NDIS pricing for 2026/27.
What to do now
- Work out how much of your current work is personal care or daily living support.
- Read the NDIS Practice Standards and estimate audit costs for your registration groups.
- Watch for the final scope rules and the enrolment system details due before July 2027.
- Make sure your Supportd listing says clearly whether you are registered, so families can filter you in.

Common questions
Will independent support workers have to register?
Providers of higher risk supports, such as personal care and daily living supports, will need to be registered, rolling out from 1 July 2027 with everyone in scope registered by December 2030. The final scope is still being designed.
Can participants still use unregistered providers?
Yes, for lower risk supports. For higher risk supports such as personal care they will need a registered provider once the rules apply.
